Casey attended the University of Oregon, where he earned his B.A. in English and was a member of the Dean's List each term. After college, Casey attended law school at Willamette University in Salem, Oregon. After his first year of law school, Casey worked as a legal research clerk for the Los Angeles County Public Defender's office, working on a wide range of criminal procedure and constitutional issues.
During his second and third years of law school, Casey worked as a Certified Law Student (CLS) at Metropolitan Public Defender Services (MPD) in Portland, Oregon. As a CLS, Casey gained considerable courtroom and trial experience representing clients accused of misdemeanor offenses.
After graduating from law school and passing the bar, Casey began working full-time as a staff attorney at MPD. In his 8 years there, he worked in both Multnomah and Washington Counties, handling everything from misdemeanors and probation violation hearings, to serious felony and murder cases. During his last five years at MPD, Casey handled a caseload comprised entirely of major felony and Measure 11 offenses.
